Notification for Launch of 10-Year National Savings Certificate (IX-Issue), 2011 Issued


In accordance with the decisions taken by the Government on the basis of the recommendations of the Committee for Comprehensive Review of National Small Savings Fund (NSSF), headed by Smt Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India, Notifications on changes made in various small saving schemes except 10-Year National Savings Certificate, have already been issued on 25th November 2011.

The Notification for launch of new savings instrument, namely 10-Year National Savings Certificate (IX-Issue), 2011, has been issued today, the 29th November, 2011.

The major highlights of this scheme are as follows:
· Investments in Certificate will earn Interest at the rate of 8.7% p.a. compounded semi-annually.


· On investment of Rs. 100, the depositor will get Rs. 234.35 on maturity of the Certificate.


· This Certificate will be available in the denominations of Rs. 100, Rs. 500, Rs. 1000, Rs. 5000 and Rs. 10,000.


· There is no upper limit for investment in the Certificate.


· This Certificate can be transferred from a post office where it is registered to any other post office and it can be pledged as a security.


The scheme will come into effect from 1st December 2011. Details of the notification are attached herewith and can also be seen on the website of the Ministry of Finance i.e. http://www.finmin.nic.in.

ATMS IN INDIA POST

India Post's plan to set up automated teller machines (ATMs) in its post offices may fail to impress the banking regulator

India Post is in talks with the Reserve Bank of India (RBI) to set up ATMs. However, since according to norms, only banks are allowed to set up ATMs, the central bank is not in favour of allowing India Post to set up ATMs. According to sources in the banking industry, if India Post set up ATMs, they should fall under the RBI's purview for regulation purposes.

India Post has proposed to set up a subsidiary, Post Bank of India, for providing banking facilities. It has also identified nearly 1,000 post offices, out of its 1.5 lakh post offices, where the ATMs would be initially set up.

The sources said though RBI is uncomfortable with the idea of India Post setting up ATMs, it is yet to formally communicate its apprehensions to the department of post.

To increase efficiency and profitability, the department of post had planned to introduce banking solutions and set up ATMs and debit cards for its customers. It also plans to introduce core banking solution by 2012, and has initiated the process of modernising information technology (IT) during the current financial year. The cost of the IT modernisation project is estimated at around Rs 2,000 crore, which includes an integrated, modular software solution, covering postal operations, banking and insurance services.

The department of post also has plans to tie up with banks to help its customers use their India Post debit cards at ATM machines. It has also submitted a plan to the finance ministry for approval. The department aims to offer banking services through India Post in unbanked rural areas that lack formal financing facilities.

India Post already offers financial services, including post office savings schemes, postal life insurance, pension payments and money transfer services

Postal Assistant/Stg Assistant- Revised recruitment Rules 2011

Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011. They come into force from the date of publication in Official Gazette.


For direct recruitment 10+2 or 12 Standard candidates with atleast 60% marks with English as compulsory subject [ excluding vocational stream], 55% for OBC and 45% for SC/ST will be eligible.


GDS should have obtained 50% marks in +2 or 12th standard with English as a Compulsory subject and should have put in minimum 5 years service.They should be within 30 years of age (35 years for those belonging to Scheduled Castes/ Scheduled Tribes and 33 years for other Backward Classes)

புதுடில்லி:நடப்பு 2011-12ம் நிதியாண்டில், அஞ்சலக சேமிப்பு கணக்கிற்கான வட்டி விகிதம் 3.5 சதவீதத்தில் இருந்து 4 சதவீதமாக உயர்த்தப்படுகிறது. இது குறித்த அறிவிப்பு விரைவில் வெளியாகும் என்று எதிர்பார்க்கப் படுகிறது. கடந்த சில மாதங்களுக்கு முன்பு,வங்கிகளின் சேமிப்பு கணக்கிற் கான குறைந்தபட்ச வட்டி,3.5 சதவீதத்தில் இருந்து 4 சதவீத மாக உயர்த்தப்பட்டது. இதையடுத்து, அண்மையில் ரிசர்வ் வங்கி, வங்கிகளின் சேமிப்பு கணக்கிற்கான வட்டி மீதான கட்டுப்பாடுகளை தளர்த்தியது. ஒரு லட்ச ரூபாய் வரையிலான சேமிப்பிற்கு, வங்கிகள் விருப்பமான வட்டி விகிதத்தை நிர்ணயித்துக் கொள்ளலாம் என்று தெரிவிக்கப்பட்டது. ஒரு லட்சத்திற்கு மேற்பட்ட சேமிப்பு கணக்கிற்கு, வாடிக்கையாளர்களிடம் பாரபட்சமின்றி வட்டிவழங்கவும் உத்தரவிட்டது.இதைத் தொடர்ந்து,வங்கிகளின் சேமிப்பு கணக்கில் வாடிக்கையாளர்கள் மேற் கொண்டு வரும் முதலீடு அதிகரித்து வருகிறது. குறைந்த வட்டி வழங்கும் அஞ்சலக சேமிப்பு கணக்கில் இருந்து, வங்கிகளின் சேமிப்பு கணக்கிற்கு பணத்தை மாற்றுவது அதிகரித்துள்ளது.நடப்பு 2011-12ம் நிதியாண்டில், சிறுசேமிப்பு மூலம் 24 ஆயிரத்து 182 கோடி ரூபாய் திரட்ட,மத்திய அர” இலக்கு நிர்ணயித்துள்ளது. ஆனால், இதுவரை குறிப்பிடத்தக்க அளவிற்கு புதிய முதலீடுகளை அஞ்சலக சேமிப்பு ஈர்க்கவில்லை என்று கூறப்படுகிறது. அதற்கு பதிலாக, இந்த சேமிப்பு திட்டத்தில் இருந்து 11 ஆயிரம் கோடி ரூபாய் அளவிலான தொகையை முதலீட்டாளர் கள் திரும்பபெற்றுள்ளதாக தெரியவந்துள்ளது.இந்நிலையில்,சிறு சேமிப்பு திட்டங்களில் மேற்கொள்ள வேண்டிய சீர் திருத்தம் குறித்து அமைக்கப்பட்ட குழு, அதன் பரிந்துரையை மத்திய நிதி அமைச்சகத்திற்கு வழங்கியுள்ளது.இந்த பரிந் துரைகளுக்கு மத்திய நிதியமைச்சர் பிரணாப் முகர்ஜி ஒப்புதல் அளித்துள்ளதாகவும், விரைவில் புதிய நடைமுறை கள் குறித்த அறிவிப்பு வெளியிடப்படும் என்று மத்திய நிதிஅமைச்சக அதிகாரி ஒருவர் தெரிவித்தார்

          .இதன்படி, அஞ்சலக சேமிப்பிற்கான வட்டி 3.5 சதவீதத்தில் இருந்து 4 சதவீதமாக உயர்த்தப்பட உள்ளது. மேலும் 1-5 ஆண்டுகளுக்கான டெபாசிட்டிற்கான வட்டி 6.25 சதவீதத்தில் இருந்து பல நிலைகளாக 8 சதவீதம் வரையி லும் உயர்த்தப்படும். 5 ஆண்டு தொடர் வைப்பு சேமிப்பிற்கான வட்டி7.5 சதவீதத்தில் இருந்து 8 சதவீதமாக உயர்த்தப் படு கிறது. தற்போது 6 ஆண்டுகளாக உள்ள தேசிய சேமிப்பு பத்திரத்தின் காலம், 5 ஆண்டாக குறைக்கப்பட உள்ளது. அதே சமயம், 8.4 சதவீத வட்டியில் 10 ஆண்டிற்கான தேசிய சேமிப்பு பத்திரம் அறிமுகப்படுத்தப்பட உள்ளது.அஞ்ச லக பொது சேமநல நிதிக்கான வட்டி 8 சதவீதத்தில் இருந்து 8.2 சதவீதமாக உயர்த்தப்படும். கிசான் விகாஸ் பத்திர திட் டம் கைவிடப்பட உள்ளது.

Expected DA from Jan 2012

Perhaps it is very early to calculate the status of additional Dearness allowance from January, 2012 for Central Government employees and Pensioners, before releasing the AICPIN for the balance of three months i.e.October, November and December. Enquiries are being poured as comments and received emails to our inbox about the expected DA from Jan, 2012. We can assume that the AICPIN will certainly go up, because of the essential commodities prices are going high with non stop. Anyway we can assume the additional Dearness allowance from January 2012 will be minimum 7%.


The existing Dearness allowance is 58%, it will become as 58% + 7% = 65%.

Highlights of draft Post Office Bill 2011

1. Opening of market by reducing the exclusive privilege of Central Government:

Gradual opening of the market by phase wise removal of the monopoly proposed.

Exclusive privilege reduced upto 150 gm. In case of letters and upto 50 gm. in case of

express mail. Couriers can carry letters even within 150 gm and 50 gm ( the reserve

area) subject to them charging twice the postal rates for letters and twice the rates for

express service.

2. Sunset clause:

A 15 years SUNSET clause for complete removal of exclusive privilege in express

service and Parliamentary Review of exclusive privilege in case of letters is proposed.

3. Universal Service Obligation of the Central Government:

As proposed, USO is defined as the obligation of the Central Government to provide,

through the Department of Posts, basic postal services at reasonable access, affordable

price and with specified service parameters throughout the country. Commitment to

provide postal service, delivery and access to post office 6 days of the week except

holidays.

4. Definitions:

Definitions of certain ‘terms’ are proposed keeping in view the definition adopted by

different countries, as also the requirement of customers i.e.

a) “postal services” means services provided by the Central Government or on its behalf

and includes services related to

(i) handling of addressed letters,

(ii) handling of addressed parcels and packages,

(iii) handling of addressed press products,

(iv) handling of these articles as registered or insured mail,

(v) express services for these articles,

(vi) handling of unaddressed articles,

(vii) Value Payable Post,

(viii) money remittance

(ix) Post Office Counter Services

(x) services on behalf of any Ministry or Department of the Central or State

Governments, or services on behalf of any other organization

(xi) other services not specified elsewhere;

b) “courier services” means services related to the handling of articles of mail i.e.

collection, sorting, dispatch, conveyance and delivery including

(i) handling of addressed letters subject to provisions in Section 4,

(ii) handling of addressed parcels and packages,

(iii) handling of addressed press products,

(iv) express services for these articles subject to provision in Section 4

(v) handling of unaddressed articles,



c) “express services” means postal / courier services related to handling of articles of mail

and expedited delivery within a clearly specified and declared time limit with

confirmation of receipt and with or without end‐to‐end integration to ensure track and

trace and a record of delivery ;

d) “Registered Courier” means any person registered as such under Section ‐‐‐ and

includes his employee or agent or assignee;

e) “Licensee” means a Registered Courier who has been given license under Section ‐‐;

5. Registration and Licensing:

The Central Government may grant registration to any person undertaking the provision

of any courier service in India, who shall be called a Registered Courier. The Central

Government may also grant license to any Registered Courier, who shall be called a

licensee, for providing certain specific services. There is no registration fee or license

fee. Licensing conditions involve adherence to quality, guarantee relief to customers in

case of any deficiency in service and commitment to ensure confidentiality and security

of letter. All operators will require registration for providing any type of courier service

in India. But license will be required only for reserve area, USO and letter mail.

6. Registering Authority:

It is proposed that Central Government shall appoint Registering Authority, in such

manner and to perform such functions, as may be prescribed.

7. Appellate Authority:

An Appellate Authority is proposed for redressal of grievances of any person aggrieved

by an order of Registration Authority.

8. Setting up Extra Territorial Offices of Exchange (ETOE) and International mail

Processing Centers (IMPC) abroad:

Central Govt. may establish ETOEs/IMPCs in other countries for providing international

Mail Services including express and parcel services subject to arrangements with such

Postal Administrations regarding terms and conditions.

Ms. Radhika Doraiswamy (IPoS-1974), Secretary (Posts)/Chairperson,PSB/DG (Posts) Department of Posts, Dak Bhawan, New Delhi is retiring on superannuation from Government service wef 31.10.2011. Afternoon. During her tenure, the postal services had seen sea changes and also several issues remaining for years together had been properly mitigated.
We record our sincere thanks to Madam and wish her a happy and peaceful retired life.

Subject:- Removal of ceiling of maximum balance to be retained in a post office savings account- amendment to Rule-4 of the Post Office Savings Account Rules 1981 regarding.


Sir / Madam,

The undersigned is directed to say that issue of removal of ceiling of Rs.1 lac in single savings account and Rs.2 Lac in Joint Savings Account fixed in the year 2000 was under consideration in the Min. of Finance (DEA). This issue was linked to the benefit of exemption
in Income Tax on the interest earned in Post Office Savings Account under Section10(15) (i) of Income Tax Act, 1961 by the CBDT and Min. of Finance (DEA). After sustained efforts on the part of this Directorate, Min. of Finance (DEA) has now amended Rule-4 of the Post Office Savings Account Rules 1981 vide G.S.R.681(E) F.No.2/5/2006-NS-II dated 15.9.2011 (copy enclosed). Some major benefits of this amendment are given below:


(i) From 1.10.2011, there will be no limit for retaining balance in single as well as joint savings account.

(ii) A depositor or depositor(s) can deposit any amount into single as well as joint savings account.

(iii) Maturity value of any savings instrument can be credited into savings account of the depositor standing in the same post office irrespective of the balance in the account.

(i) Any cheque either issued by Postmaster or any other authority irrespective of any amount can be credited into post office savings account irrespective of the balance in the account.

(ii) From the Financial year 2011-12, Interest income of Rs.3500/- in the case of single account and Rs.7000/- in case of Joint account will be exempted from Income Tax. (Section 10(15) (i) of Income Tax Act, 1961 amended vide Notification No. 32/2010 {F.No. 173/13/2011-IT A.I}/S.O.1296(E) dated 03.06.2011)

(iii) It is the duty of the depositor(s) to show the interest income earned from Post Office Savings Account(s) beyond the limit prescribed above in the Income Tax return and pay due Income Tax.

1. It is requested that all field units may be directed to give wide publicity to these changes in the shape of Public Notice and printing of leaflets.

2. This issues with the approval of DDG(FS).

ஏகலைவன் கதை தெரியுமா உங்களுக்கு?
பாண்டவர்களும், கௌரவர்களும் தங்களது குரு(teacherதுரோணாச்சாரியாரிடம் வில்வித்தையை சாஸ்திர முறையாகப் பயின்று வந்தனர். அப்போது அந்த காட்டில் 'இரண்யதனுஸ்' என்ற காட்டு அரசன் இருந்தான். அவனுக்கு ஏகலைவன் என்ற பெயருடைய மகன் இருந்தான்.

ஏகலைவன் வில் வித்தை கற்றுத்தரும் துரோணரின் பெருமையைப் பற்றி கேள்விப்பட்டான். தானும் அவரிடம் விற்பயிற்சி பெற வேண்டும் என்று பெரும் விருப்பம் கொண்டான். தன்னுடைய வாழ்க்கையில் வில் வித்தையைக் கற்க வேண்டும் என்பதை ஒரே நோக்கமாக (Burning Desire) வைத்துக்கொண்டான்.

எனவே, அவன் தனது தந்தையுடன் துரோணரிடம் வந்து சேர்ந்தான். தனது மகனுக்கு வில்வித்தைகள் கற்றுத் தருமாறு ஏகவலைனின் தந்தை துரோணரிடம் வேண்டி நின்றார்.


ஏகலைவன் வேடன் மகன் என்பதினாலும், கௌரவர்களிடமும், பாண்டவர்களிடமும் கொண்ட பாசத்தாலும், துரோணர் விற்பயிற்சியை(Bow and arrow) ஏகலைவனுக்குக் கற்றுத்தர விரும்பவில்லை. எனவே அவர் ஏகலைவனைப் பார்த்து "வேடன் மகனே, உன்னையும் என சீடனாகக் கருதுகிறேன். எப்போதும் விற்பயிற்சியை செய்து கொண்டேயிரு. அதில் மிக்க பலம் உள்ளவனாவாய். இப்போது திரும்பிச் செல்" என்று நாசூக்காக சொல்லி அனுப்பி வைத்துவிட்டார்.

தனது காட்டிற்கு சென்றவுடன் துரோணர் போன்ற மண் பதுமையை செய்தான் ஏகலைவன். அப்பதுமையையே தன் குருவாக கருதி நாள்தோறும் வழிபட்டு வந்தான். அவன் வில்வித்தைகளை கற்க வேண்டும் என்ற தனது தனியா காதலுடன் , தனது திறமை, வேகம், விவேகம் எல்லாமும் செலுத்தி அந்த வில்வித்தையை குருவின் நேரடி பார்வையில்லாமலேயே முழுவதுமாக கற்றுக்கொண்டான்.

ஏன் அர்ச்சுனனைவிட சிறந்த வில்லாளியாக உருவானான் என்கிறபோது, இந்த கலியுகத்தில் இவ்வளவு அடிப்படை வசதிகளும், வாய்ப்புகளும் உடைய நாம் ஏன் வாழ்வில் முன்னேற முடியாது?

CORPORATION TO USE POST OFFICE FOR COLLECTION OF PROPERTY TAXES

Corporation to use postal staff services

The Chennai Corporation is planning to use the services of the Department of Posts to verify addresses of over 6.41 lakh property tax assessees.

This is part of the measures of the civic body to improve property tax collection.

It has started discussions for making optimum use of the services of the Department of Posts in the days ahead when the challenges pertaining to collection of property tax are likely to mount.

With elections round the corner, the Corporation would have to use tax collectors for election duty. So, the services of the postal employees are likely to be used to create awareness and improve tax collection, said officials of the Corporation.

Address verification by the postal staff would also help the civic body verify the genuineness of the assessees during the city expansion phase.

A few months ago, the Corporation had initiated a process of sending e-post to remind the assessees. Though the property tax collection improved because of the initiative, some of the addresses of assessees were not correct.

The civic body has also planned to ask the assessees to make use of the counters in the zonal and division offices for payment of tax during the period of civic body elections.

After the expansion of the city and local body elections, the Revenue Department would face a challenge in the form of change in zone number of the existing assessees.

The Postal Department's schemes such as e-post would be continued to be used to remind the assessees of the property tax payment even after the elections.

Over 10 per cent of the property tax assessees pay taxes of high value, official said. Even though the civic body focuses more on this segment, the assessees who pay very low value property tax would also be given awareness messages through the postal system.

A major portion of the 5.29 lakh residential property tax assessees in the 10 zones of the city have a property tax demand of low value. Address verification of such assessees may be easier with the help of the extensive network of post offices, according to an official of the civic body.

Collection of property tax from over 1.12 lakh commercial properties in the city is likely to be better with the assistance of the postal network.

இந்தியாவில் உள்ள 1.5 லட்சம் அஞ்சல் நிலையங்களும் வங்கிகளாக மாற்றப்படும்; இதற்காக ரிசர்வ் வங்கியின் அனுமதியைக் கேட்போம்'' என்று மத்திய தகவல் தொழில்நுட்பத் துறை அமைச்சர் கபில் சிபல் கூறியிருக்கிறார். அஞ்சல்துறையில் உள்ள உயர்அதிகாரிகளைக் கேட்டால் அவர்கள் சொல்வார்கள், ""நான்கு ஆண்டுகளாக இதைப் பேசிக்கொண்டுதான் இருக்கிறோம், நடைமுறைப்படுத்தும் வழியைத்தான் காணோம்'' என்று.

சில கடிதங்கள் காணாமல் போவதைப்போல அஞ்சல் துறையில் சில திட்டங்கள் காணாமல் போகும். சில கடிதங்கள் காலதாமதமாகப் பட்டுவாடா செய்வதைப்போல, பல திட்டங்கள் காலதாமதமாக நடைமுறைக்கு வரும். இது அஞ்சல்துறைக்குப் பழகிப்போன ஒன்று.

சரக்குகளை, பொருள்களைக் கொண்டு சேர்க்கும் "லாஜிஸ்டிக்' சேவையைத் தொடங்க பத்து ஆண்டுகளாகப் பேசிப்பேசி காலத்தை வீணடித்தார்கள். புதிய திட்டம் என்றதும் தொழிற்சங்கங்கள், "எங்களால் இப்போதே சுமக்க முடியாத அளவுக்கு வேலைப்பளு உள்ளது. இந்தத் திட்டத்துக்குத் தனியாகப் பணியாளர்களை நியமித்துவிட்டுத்தான் தொடங்க வேண்டும்' என்று குரல் கொடுத்தவுடன் திட்டத்தைக் கிடப்பில் போட்டுவிட்டார்கள். பத்து ஆண்டுகளுக்குப் பிறகு இப்போதுதான் அது செயல்படத் தொடங்கியுள்ளது.

இதையும்கூட, களத்தில் உள்ள மற்ற நிறுவனங்களுக்குப் போட்டியாகச் செயல்பட வேண்டும் என்ற உணர்வோ உந்துதலோ இல்லாமல், கருத்தடை சாதனங்கள் உள்ளிட்ட சில அரசுப் பொருள்களை மட்டுமே இந்தியா முழுவதுக்கும் கொண்டு சேர்க்கிற, அதாவது தன்னைத் தேடி வந்தால் அதை ஏற்றுக்கொள்கிற, மனநிலையில் மாற்றம் இல்லாத நிலைமைதான் தொடர்கிறது.

கூரியர் சேவை சக்கைப்போடு போட்ட நேரத்தில், "ஸ்பீடு போஸ்ட்' கொண்டு வந்தார்கள். நடைமுறையில் கூரியர் நிறுவனங்கள் 12 ரூபாய்க்குச் சேவை அளித்தபோது, அஞ்சல்துறை ரூ.30 கட்டணமாகத் தீர்மானித்தது. தனியார் கூரியர்கள் கடிதம் போகவேண்டிய தொலைவுக்கு ஏற்பவும், வெளிமாநிலங்களுக்கும் கட்டணத்தை மாற்றி அமைக்கும்போது, இவர்களது ஒரே கட்டணம் ரூ.30 தான். கூரியர் நிறுவனங்கள் தில்லிக்குச் செல்லும் கடிதங்களுக்கு அதிகக் கட்டணம் வசூலித்து, அதே கடிதத்தை "ஸ்பீடு போஸ்ட்'டில் அனுப்பிய புத்திசாலித்தனங்களும்கூட காணநேர்ந்தது. ஆனால், அஞ்சல் துறை இன்னமும் தனது நடைமுறையை மாற்றிக்கொள்ளவில்லை.

உலகம் முழுவதும் அலுவலகங்கள் கணினிமயமானபோது, 15 ஆண்டுகளாகத் தனது கிளைகளை கணினிமயம் செய்யாத ஒரே துறை அஞ்சல்துறைதான். இப்போதும்கூட இந்தியாவில் உள்ள 1.5 லட்சம் அஞ்சல் நிலையங்களில், கணினியால் இணைக்கப்பட்ட கிளைகள் வெறும் 8,000 மட்டும்தான் என்று சொல்லப்படுகிறது. நிலைமை இதுவாக இருக்கும்போது, 1.5 லட்சம் கிளைகளையும் வங்கிகளாக மாற்றும் முயற்சி எப்படி சாத்தியம் என்பது கபில் சிபலுக்குத்தான் வெளிச்சம்.

கணினிமயமாகிவிட்ட இந்த 8,000 கிளைகளைக்கூட நான்கு ஆண்டுகளுக்கு முன்பே வங்கிகளாக மாற்றியிருந்தாலும், இந்நேரம் நிலைமை பெருமளவு மாறியிருக்கும். ஏனென்றால், இந்தியா முழுவதும் பாரத ஸ்டேட் வங்கிக்கு மொத்தமுள்ள கிளைகள் 2010-ம் ஆண்டு கடைசிவரை 12,450 மட்டுமே. ஏடிஎம் மையங்கள் 21,000 மட்டுமே.

இந்த மெத்தனத்துக்குக் காரணம் அஞ்சல் துறை மக்களுக்கான சேவை நிறுவனம் என்ற மாயையைத் தொடர்ந்து தக்கவைத்து வருவதுதான். அஞ்சல்துறையில் 2010-11-ம் நிதியாண்டில் கிடைத்த நிகர வருவாய் ரூ.6,954 கோடி. இழப்பு ரூ.6,266 கோடி. இது இல்லாமல் 2011-ம் ஆண்டு பட்ஜெட்டில் அரசு இத்துறைக்கு ஒதுக்கிய தொகை ரூ.5,108 கோடி! மக்கள் பணம் பாழாகிறது.

கொள்ளை லாபம் பார்க்கும் தனியாரைப்போல அல்லாமல், குறைந்த அளவு லாபத்தில் சேவை அளிக்கும் பொது நிறுவனமாக அஞ்சல்துறை மாற்றப்பட வேண்டும். அதன் லாப, நஷ்டங்களைப் பொறுத்தே சம்பளங்கள், ஓய்வூதியம் நிர்ணயிக்கப்படும் என்ற நிலைமை வந்தால்தான், அந்தத் துறையில் உள்ள அனைத்து ஊழியர்களும் பொறுப்பாகச் செயல்படுவார்கள்.

இந்தியாவில் உள்ள அஞ்சலகங்களை வங்கிகளாக மாற்றுவதற்கு முன்பாக மக்களிடம் நம்பகத்தன்மையை உருவாக்க வேண்டிய அவசியம் அல்லது அவல நிலை, இன்று அஞ்சல்துறைக்கு நேர்ந்துள்ளது.

இந்தியா முழுவதும் உள்ள 1.5 லட்சம் அஞ்சல் நிலையங்களிலும் சேமிப்புக் கணக்கு, தொடர் சேமிப்புக் கணக்கு (ஆர்.டி.) நடைபெற்றுக் கொண்டுதான் இருக்கின்றன. வங்கிகளின் பாதி செயல்பாடு அஞ்சல் நிலையங்களில் நடைபெற்றுக்கொண்டுதான் இருக்கிறது. ஆனால், இந்தச் சேமிப்புக் கணக்குகள் வைத்திருப்போர் அதிகம்பேர் முதியோர், மிக அதிகமானோர் கிராமவாசிகள். பல இடங்களில் இந்த ஏழைகளின் கணக்கிலிருந்து சிறுகச்சிறுக பணம் முறைகேடாக எடுக்கப்பட்ட சம்பவங்கள் நிறைய. இது குறித்துப் புகார்கள் வந்தாலும், நடவடிக்கை எடுக்கப் பயப்படும் நிலையில் அதிகாரிகள் இருக்கிறார்கள் என்று கூறப்படுகிறது.

கடிதங்கள் பட்டுவாடா செய்யப்படாமல் ஏரியோரம், குப்பைகளில் கொட்டப்பட்ட சம்பவங்கள் அஞ்சல்துறையின் கவனத்துக்கு வந்துள்ளன. இதுவரை என்ன நடவடிக்கை? சென்ற ஆண்டு குளித்தலையில், மாணவர்களின் விடைத்தாள் கட்டு, விடை திருத்தும் மையத்துக்குப் போகவே இல்லை. இந்த விவகாரத்திலும் என்ன நடவடிக்கை?

தவறு செய்யும் ஊழியர்களைக் காப்பாற்றத்தான் அஞ்சல்துறை முயற்சி செய்யும் என்றால், அந்தத் துறை எப்படிச் சீர்படும்? மக்களிடம் எப்படி நம்பகத்தன்மை ஏற்படும்? அனைத்துக் கிளைகளையும் வங்கிகளாக மாற்றினால், அதைப் பயன்படுத்திக்கொள்ள விரும்புவார்களா?

தாராளமயமாக்கல், உலகமயமாக்கல் கொள்கைகளை நடைமுறைப்படுத்த 20 ஆண்டுகளுக்கு முன்பு அன்றைய அரசு தீர்மானித்தபோது, கூறப்பட்ட முக்கியமான காரணங்களில் ஒன்று என்ன தெரியுமா? போட்டி என்று ஏற்படுத்துவதன் மூலம் தனியார் துறைக்கு நிகரான சுறுசுறுப்பும், சேவை உணர்வும், லாபம் சம்பாதிக்க வேண்டும் என்கிற முனைப்பும் அரசு நிறுவனங்களுக்கு ஏற்படும் என்பதுதான். தனியார் கூரியர் நிறுவனங்களும், தனியார் தொலைபேசி, கைபேசி நிறுவனங்களும் வந்தன வென்றன. அஞ்சல், தொலைத்தொடர்புத் துறை மட்டும் தள்ளாடுகிறது. வேடிக்கையாக, அல்ல அல்ல, வேதனையாக இருக்கிறது!

Subject: Clarification regarding giving option for alteration/withdrawal or inclusion of new membership of service associations/unions in the month of April each year to be made effective from the month of July of that year.

Sir/Madam,

I am directed to refer to the Department's letter no. 13-1/93-SR dated 25.02.1994 circulating Department of Personnel & Training's OM No. 2/10/80-JCA dated 31.01.1994 regarding procedure for verification of membership of associations for the purpose of recognition under CCS(RSA) Rules, 1993. In accordance with instructions contained in said OM, option, if any, for alteration, withdrawal or inclusion of new members is to be given in the month of April each year to DDO or any other designated authority.

2. The Department, vide letter No. 13/01/2010-SR dated 18.02.2010, modified 'letter of authorization' prescribed by the DOPT specifically in order to comply with the directions of the Hon'ble Court of Madras given in Writ Petitions No. 4704-4707 of 1999 and Contempt Petition No. 950/09. The modified 'letter of authorization' was endorsed with signature of Director (SR & Legal) with an objective to rule out the possibility of using the old forms bearing the signature of the employees, as some of the associations had complained about it. The signature of Director (SR & legal) has no relevance in regard to letters of authorization which may be used for change of option or for seeking new membership in the month of April every year.

3. All the 'letter of authorization' whether bearing Director (SR & Legal)'s signature or not, applied during the month of April may be considered as per the standing instructions and in view of the clarification in the preceding paragraph.

FLASH NEWSINDEFINITE STRIKE FROM 5TH JULY DEFERRED

Consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011. Positive settlement is reached on major items of the Charter of demands. Gist of the settlement reached on all items of the Charter of demands will be published soon. We have made it clear to the Postal Board that if any violation of the assurances take place, or if orders on the agreed items are not issued without any delay, the Central JCA will commence indefinite strike without any further notice. We have not called off the strike. STRIKE STANDS DEFERRED. WE SHALL ALWAYS BE VIGILANT. Hectic and elaborate discussions took place with the Postal Board on 6th, 7th, 27th, 28th, 29th, 30th June 2011 and on 1st July 2011. Secretary Generals and All General Secretaries participated in the discussion.


Central JCA salutes and congratulates all the Circle/Divisional/Branch Secretaries and the entirety of Postal and RMS employees including Gramin Dak Sevaks for the mobilization made by them for the successful implementation of the strike. It is only because of the determination and courage of the grass root level workers the Postal Board is compelled to come for a settlement.

DEPARTMENT ADAMANT ON IMPLEMENTING McKINSEY RECOMMENDATIONS

CENTRAL JCA DECIDES TO GO AHEAD WITH THE STRIKE


The third round of discussion held with the Postal Board today (27.06.2011) at 3 PM also failed due to the adamant position taken by the Department. Ms. Radhika Doraiswamy, Secretary, Department of Posts, Sri. P. K. Giopinath, Member (Personnel), Mrs. Manjula Parashar, Member (Operations), Sri. Kamaleshwar Prasad, Member (HR) and other Senior Officers were present. Staff side was represented by Secretary Generals, FNPO ,NFPE, and other General Secretaries.


Immediately on commencement of the meeting the Staff Side expressed its strong resentment and protest against the decision of the Department to go ahead with the Mckinsey recommendations regarding Mail Network Optimisation Project. The Staff side demanded that the already failed experiment of speed post hubs should be withdrawn immediately and the decision to implement first class mails hubs and delivery hubs and closure/merger of offices should be dropped. After heated discussion for about two hours no consensus could be arrived on this important agenda of the Charter of Demands. Hence meeting ended with disagreement.


The Central JCA met after the discussion with Postal Board and took the following decisions: -


1. The JCA unanimously decided to go ahead with the strike decision.


2. Campaign and preparations at grass root level for the strike should be further intensified.


3. The indefinite strike shall commence at 6 AM on 05.07.2011


4. 100% strike should be ensured in all Branches/Divisions and Circles.


5. Strike shall not be withdrawn unless and until result – oriented settlement is reached on important items of Charter of Demands.

POSB INTERST RATE TO BE HIKE FROM 3.5% TO 4%

Government panel for end to KVP, Change in NSC, hike in SB interest to 4%
NEW DELHI : A government panel, set up to review the small investment schemes of post offices and banks, has recommended discontinuation of the popular Kisan Vikas Patra, among other changes.

The committee has also proposed a 0.5% raise in the interest rate for post office savings account to 4%, reduction in the maturity period of National Savings Certificates (NSCs) to five years from six, and raising the annual contribution limit in Public Provident Fund ( PPF )) toRs 1 lakh, from the current Rs 70,000.

The panel, headed by Reserve Bank of India (RBI) deputy governor Shyamala Gopinath, submitted its report to the finance minister on Wednesday, a finance ministry statement said.

The proposals are in line with the suggestions made by experts, the RBI and commercial banks to ensure transparency, have market-linked rates, and reform the small savings plans offered by the government.

If the proposals are accepted, it could lead to big changes in the way the National Small Savings Fund (NSSF) is managed and the returns it generates for investors.






The finance ministry had formed the panel after it accepted the recommendations of the 13th Finance Commission to examine all aspects of the National Small Savings Fund.


To address the need for a long-term investment instrument, it has recommended introduction of a 10-year NSC scheme. The panel has also adviced benchmarking of interest rates on other small savings schemes to rates of government securities of similar maturity with positive spread of 25 basis points with two exceptions.


The first is 100 basis points spread for senior citizens' schemes, keeping in view its social objective, and the second is 50 basis points spread for the recommended 10-year NSC, keeping in view of its higher illiquidity.


These rates may be notified by the government afresh at the beginning of every financial year based on the average yields on government securities in the previous calendar year.


Bankers say the recommendations are in the right direction. "We will have to study them in detail, but it certainly looks like a first step in the right direction," said RK Bansal, executive director, IDBI Bakn


The committee has proposed that the mandatory component of investment of net small savings collections in state government securities be reduced to 50%. States can access up to 80% of NSSF for financing their annual expenditure.


The funds are given as a 25-year loan carrying 9.5% interest, higher than rates at which states can borrow from the market.

The balance amount could either be invested in central government securities or could be on-lent to other states on basis of requirement or could be lent for financing infrastructure projects requiring long-term finance, according to the panel.

It has been proposed that the tenure of these loans may be reduced from the current 25 years, including moratorium of 5 years, to 10 years.

CENSUS OF CENTRAL GOVERNMENT EMPLOYEES

 

            The main factors of census of Central Government employees are given below for your ready reference.
(1). As per the result of Census Enquiries, the total regular employment under Central Government as per this census was 31.16 lakh as against 31.64 lakh of previous census. The employment has, thus, recorded a decline of 1.52%.
(2). Employment in Ministry of Railways was the highest (45.32%) followed by the
Ministry of Home Affairs (22.20%),
Defense civilian (11.35%),
Communications & IT (7.75%) and
Finance (3.62%).
Other Ministries/Departments collectively shared the rest of 9.76% of the total Central Government regular employment.
(3). Out of 31.16 lakh regular employees, 3.20 lakh were women.
The proportion of women in the total employment shows an increasing trend.
It is 10.28% in this census against 9.68% in previous census and thereby indicating empowerment of women.
(4). About 96% of regular Central Government employees were Non-Gazetted.
The overall ratio of Gazetted to Non-Gazetted employees was 1:22.
In Ministry of Railways, ratio, however, was 1:116.
(5). Amongst regular Central Government employees,
57.80% were holding Group-'C' posts and
30.62% were in Group-'D' posts(now Group-C).
8.63% were holding Group-'B' posts
whereas employees holding
Group –'A' posts were only 2.95%.
(6). About 21.13% of the regular Central Government employees were found to be in Grade pay of Rs. 2000 to 24000/- and
only 0.47% employees were in highest bracket of pay range-HAG with drawing basic pay of Rs. 75,500/- & above.
(7). Amongst regular Central Government employees,
15.66% were working at offices located in 'A-1' class cities,
11.10% in 'A' class cities,
4.61% in B-I class cities and
15.31% in B-2 class cities.
The percentage of employees in 'C' class and other unclassified cities was 53.32%.
(8). Amongst States and Union Territory Administrations, the highest number of regular Central Government employees was in the State of
West Bengal (11.23%) followed by
Uttar Pradesh (9.97%),
Maharashtra (9.65%),
Delhi (6.61%),
Andhra Pradesh (6.44%) and
Tamil Nadu (4.66%).
In remaining States/U.Ts the proportion was less than 4%.

A government committee has rejected a proposal to increase the retirement age of government servants from 60 to 62. The decision is likely to impact over one lakh central government employees and 50,000 defence personnel on the verge of retirement. The proposal — which could have meant saving Rs4,000

crore in this fiscal — was rejected as the government wants a younger bureaucracy.

CHARTER OF DEMANDS

1.         Stop closure / merger of PO/RMS Offices including BOs. Review the orders   implementing Speed Post Hubs and Delivery Hubs and restore status quo ante.         Stop outsourcing the works of Postal, RMS & MMS functions.

2.         Grant status as Central Civil Servant to GDS employees for all purposes         including service matters, pay scale, increment, allowances, pension, promotion           and other terminal benefits, leave, bonus and trade union facilities. Scrap new         recruitment rules for appointment as postmen which curtails promotional avenues     – restore previous rules and withdraw tighten norms assessing BPM's work. Drop    reduction of allowances in case of reduction of workload.

3.      Revise the wages of casual labourers and contingent employees w.e.f.           01.01.2006 based on the minimum pay recommended by 6^th CPC. Stop   outsourcing the work of casual labourers and contingent work. Grant temporary        status to eligible full time casual labourers, Convert part time into full time absorb           full time, part time contingent employees in vacant GDS posts.

4.      Immediate revision of OTA & OSA rates.

5.      Implement the assurances made on 12.07.2010 Strike Settlement and also the JCM Departmental Council Meeting held on 23.08.2010.( List enclosed) Ensure prompt holding of Departmental Council Meetings.

6.      Immediate finalization of Cadre Restructuring proposals including Postal Accounts as assured by the Secretary Department of Posts and its implementation.

7.      Stop decentralization of Postal Accounts, PLI and RPLI and ensure status-quo. Save DPLI office, Kolkata and ensure job security to the staff, DPLI.

8.      Expedite the process of filling of all vacant posts in all Wings including GDS.

9.      Stop implementation of Postmaster Cadre till finalization of Cadre Restructuring. Ensure 100% filling up of LSG, HSG-II, HSG-I before implementation of Postmasters Cadre, remove the retrograde eligibility conditions for appearing the examination of Grade I and PSS Group B and allow account line officials also.

10.    Drop the proposed move of ending the services of existing System Administrators by outsourcing the technology work to the outsider agencies. Create the System Administrators Posts as assured and specified norms and other works and make the cadre as a promotional cadre to PA/SA.

11. Stop combination of beats /double duty, stop harassment of staff insisting 100% impracticable condition for delivery under Project Arrow. Settle the demands raised in the Postmen Committee such as distance factor, number of articles, Grant of Cycle allowance without distance condition, cash payment for uniform and kit items, Supply of good quality uniforms, Revision of norms.

12. Fixing norms for new assigned works of MTS. Allow to decline postman promotion for MTS under seniority quota and review the recruitment rules of MTS to Postmen / Mail Guards.

13. Grant promotions to Drivers / Artisans at par with other C.G. organizations like Railways/Defence. Higher Pay Scales to charge hand & Drivers. Revision of CRC EPP and Logistic norms.

14.       Declare SBCO Staff as Divisional cadre, Stop harassment of SBCO officials under             contributory factors. Complete the Ledger Agreement Work update the           SBCO            before launching Core Banking.

15.     Fill up all Postal Civil Wing and Electrical Wing posts as per CPWD norms. Creation of Postal /Electrical and Architectural Division in every Circle. Expedite the Restructuring of Civil Wing Cadres.

16.     Ensure full fledge functioning of newly formed Postal Accounts Offices by providing adequate staff strength and accommodation. Rectify the anomaly caused due to promotion of Group 'D' official to the cadre of LDC after 2006. Restore the residency period of three years in respect of JA to SA promotion retrospectively w.e.f. 13.12.2006. Grant MACP to those joined in Sorter cadre treating LDC as entry grade as the Sorter grade has been defunct since 2000.

17.     Counting of past services rendered by erstwhile RTPs for promotions and MACP.

18.     Implement Apex Court Judgement in case of RRR Candidates in true sprit and extend to all approved RRR Candidates awaiting for absorption.

19.    Stop Harassing and victimization of innocent officials under contributory negligence factors. Implement the true spirit of Govt orders and Volumes and no recovery should be made if the concerned is not directly responsible for the loss sustained to the department.

20.    Stop discrimination towards PO & RMS Accounts Cadre, Create separate cadre and earmark % of posts for norm based promotions in the same cadre, Count Special Allowance for fixation on promotion, Withdraw the recovery imposed on Postman Pay fixation and drawl of bonus to GDS. Restore the date of passing the Acct examination for according LSG promotions instead date of entry in PA cadre.

21.    Enhance the LR strength on all cadres to the extent of 20% and fill up all vacant LR posts.

22.    Ensure prompt grant of Child Care Leave as per the liberalized orders, unnecessary hurdles put forth should be dropped.

23.    Review the MACP clarificatory orders and rectify the issues like, non drawl of spl allowance on acquiring MACP, wrong interpretation of IIIrd MACP to departmental promotes only after 30 years, Counting as double promotions as Group D & Postmen even in the case of promotion to Postman on GDS quota, non counting of training period for MACP, ignore promotions acquired on deptl exam for MACP, ignore all un-communicated average bench marks for MACP as Judicial verdict.

24.    Stop attack on Union office bearers by misusing Rule 37 transfers and Rule 9 of CCS (CCA) Rules. Dispose all Rule 9 (Pension rules) disciplinary cases pending at Directorate years together.

25. Denying the legitimate right of employees to avail holidays & Sundays by compelling them to attend frequent meetings/ Melas.
